李肇星会见日外相 要求日落实历史问题上的承诺
新华网京都(日本)5月7日电(记者吴谷丰)正在日本京都出席第七届亚欧外长会议的中国外长李肇星7日晚与日本外相町村信孝举行会谈。双方着重就中日关系问题深入交换了意见。中国驻日本大使王毅等在座。
李肇星说,胡锦涛主席在雅加达与小泉首相举行会晤时,提出推动中日关系健康稳定发展的五点主张,指明了发展21世纪中日友好合作关系的努力方向和应遵循的原则,具有重要意义。双方应全面落实两国领导人会晤的成果,为两国关系的改善和发展积极创造条件。
李肇星指出,目前中日关系出现的困难局面,是我们不愿意看到的。必须正视问题产生的根源,不能本末倒置。他说,中国政府一贯重视中日关系,愿意发展同日本的长期睦邻友好。双方应共同努力,根据中日三个政治文件的原则,妥善和正确处理历史和台湾问题,维护中日关系的政治基础。关键是日方要把在历史和台湾问题上所作的承诺切实落实在行动上,不再做伤害中国人民感情的事。
町村表示,小泉首相与胡锦涛主席在雅加达的会晤具有重要意义。日方高度重视并认真对待胡主席提出的五点主张,认为这为今后两国关系的发展提供了重要指针。日方愿本着五点主张的精神,与中方共同努力,推动两国关系的改善和发展。他表示,日中之间三个政治文件是妥善处理历史和台湾问题的基础,日本政府将坚持三个政治文件确立的原则,坚持一个中国政策。
双方认为,应加强在广泛领域的交流与合作,增进相互了解,扩大共同利益。坚持通过对话和协商,妥善解决两国间的分歧和问题,维护中日关系大局。
双方还就国际和地区问题交换了看法。

「靖国」中止を要求 日中外相会談 デモ破壊謝罪なし
町村信孝外相は七日夜、京都市内で中国の李肇星外相と会談し、歴史問題をめぐって起きた一連の反日デモで北京の日本大使館への「破壊活動」や邦人に負傷者が出たことについて改めて謝罪と補償を求めた。李外相は被害の原状回復に前向きな姿勢を示したものの、謝罪は表明しなかった。
李外相は、小泉純一郎首相が先のアジア・アフリカ首脳会議で表明した先の大戦への反省と謝罪について評価する一方、「A級戦犯のまつられている靖国神社への参拝は絶対にないようにしてほしい」と述べ、小泉首相の参拝中止を求めた。
町村外相は、中国の歴史教科書について「戦後の日本の平和国家としての歩みに関する記述が少なすぎる」と指摘した。これに対し、李外相は「中国の歴史教科書と日本の右翼の教科書を混同するのは、是と非を混同するのと同じだ」と強く反発した。
一方、李外相は、町村外相が先のニューヨークでの講演で台湾が日米安保条約の「極東」の範囲に含まれると従来の政府見解を繰り返したのに対して、「台湾は中国の内政問題だ。中国の核心的な利益に挑戦するのは危険なことだ」と述べた。
また、町村外相が先の日中外相会談で自らが提示した歴史共同研究について、年内に具体的な内容を協議したいとの考えを示したことに、李外相は賛意を表明。両国の専門家による歴史共同研究の実施で合意した。
両外相は東シナ海の日本と中国との排他的経済水域(EEZ)の境界線(日中中間線)付近でのガス田開発問題に関する両政府の局長級協議を五月中に開催することを改めて確認。李外相は改めてガス田の共同開発を提案し、日本側と協議したい意向を示したが、日本側は中国側の開発作業の中止が前提との立場を示した。
また、愛知万博(愛・地球博)の中国のナショナルデー(五月十九日)に合わせて来日する呉儀副首相と小泉首相との会談を調整することでも一致した。

China refuses to apologize for anti-Japanese protests

KYOTO, Japan (AP) - Chinese Foreign Minister Li Zhaoxing refused again to apologize to Japan for anti-Japanese protests in China last month that damaged diplomatic compounds and businesses.
However, Li and his Japanese counterpart, Nobutaka Machimura, acknowledged there had been "some improvement" in rocky relations between the two, agreeing the region's stability depends on their mending ties, Japanese Foreign Ministry spokesman Hatsuhisa Takashima said.
The two ministers, meeting Saturday on the sidelines of a two-day Asia-Europe meeting in Kyoto, also agreed to pursue discussions on how to compensate Japan for the damage, Takashima said.
"To some extent there was no agreement and to some extent there was, I would say, a certain improvement in the situation," he said.
Relations have sunk to the lowest level in decades since violent anti-Japanese protests erupted last month in several Chinese cities over Tokyo's wartime past and its push for a permanent UN Security Council seat.
It was the second time in a month Machimura had sought an official apology for the demonstrations, as well as compensation for damage done by rioters. Last month, Li rebuffed a similar demand.
Despite surging trade between Asia's two largest economies, differences over interpretations of Second World War history and a tussle for influence in the region have cooled political ties.
The two have feuded over the ownership of islands, gas exploration rights and the division of exclusive economic zones in the East China Sea.
Machimura and Li agreed to resume talks this month on those issues, including the possibility of jointly exploring natural gas resources.
They also agreed to set up a joint panel to study history aimed at ironing out differences underlying Chinese accusations that Japan regularly whitewashes its wartime past. Both sides will name members to the panel by the end of the year, Takashima said.
Other thorny issues remained.
Li reiterated China's displeasure at the Japanese prime minister's annual visits to a Tokyo shrine that critics said glorifies Japan's militarist past.
Li also criticized Japan's stance that China should refrain from invading Taiwan. The self-ruled island and mainland China split during a civil war in 1949 but China still claims it as its territory.
Still, the two sides appeared increasingly willing to work out their difference as they face a more pressing concern: news that North Korea may be preparing to test a nuclear weapon.
Earlier, the two diplomats and their South Korean counterpart agreed to redouble their efforts to restart six-country talks aimed at persuading North Korea to abandon its nuclear ambitions.
Both U.S. and Japanese officials said Friday they had information that might indicate North Korea was preparing to test a nuclear bomb. North Korea spiked tension earlier this week by test-firing a short-range missile toward Japan.
Those worries cast a shadow over the Asia-Europe gathering, known as ASEM.
As the forum closed Saturday, the countries agreed regional peace and stability hinges on resolving the North Korea nuclear crisis and called for an immediate and unconditional resumption of the six-party talks among the United States, Russia, China, Japan and the two Koreas.
